Preamble:

Looking at the global trends, the World Bank estimates that India will become fourth largest economy in the world by 2020. Globalization has and will further open up new opportunities for India as it has the advantage of having largest growth of population falling in the working age group of 15-64 (747 million in 2010 which is estimated to increase to 882 million by 2020). While India will have surplus workforce, the OECD countries will be facing acute labor shortages. As per UN study (2000), in order to maintain the present level of working population, the 15 nation European Community would need to accept 150 million new immigrants in next 25 years, Japan would need to accept 600,000 immigrants annually for next 50 years and by 2013, the labor force growth in the USA will be zero. To encash this opportunity, the country needs to provide knowledge and skills of global standards to this huge population through education and training. To prepare skilled workforce of the magnitude stated above and of world class caliber, India Vision 2020 document visualizes that a large number of the country's existing engineering colleges need to be upgraded to quality standards close to those of the IITs, and given similar autonomy.

Changing Expectations of Industry from Institutions:

As a result of rapidly changing technology coupled with digital revolution the entire higher education system is on the verge of change. The expectations of industry from graduating engineers have changed and engineering institutions are constantly required to devise teaching learning processes to accommodate these changed expectations. The institutions now increasingly require to shift from simple presentation of knowledge of integration of knowledge, empowering their students with skills to manipulate knowledge, empowering their students with skills to manipulate knowledge i.e. computation, experimentation, analysis, synthesis/design, evaluation, communication, leadership, team work etc. be prepared for lifelong learning.

Government of India Initiatives

GOI policy on this aspect is well postulated in National Education Policy (NPE 1986 & 1992). State Governments have also established engineering colleges, polytechnics and ITIs as Government-aided and private entities. In order to improve quality of engineering education, GOI and State Governments have made well planned and successful investments through World Bank during 1990 to 2007. Three Technician Education Projects were supported. These projects brought in enormous economic changes in the country. Looking at the success of these projects, another project with World Bank funding was initiated in 2003 for engineering institutions called Technical Education Quality Improvement Programme (TEQIP) for 12-15 years duration. Phase I of this programme was completed in March 2009 and TEQIP II is in process of development and is likely to become effective by 2010. The efforts of GOI have been limited to small number of Government institutions, while the huge mass of other Government, private and un-aided engineering colleges remained untouched. Consequently, the impact of these projects has been felt in pockets only but not wide spread. Hence, the transformation of entire technical institution as visualized by these projects is still a distant dream.

Genesis of EQUATE:

Senior officers involved in planning, designing, implementing, monitoring and evaluating the above mentioned GOI-initiated World Bank funded projects realized the limitations of being able to cater to only handful of institutions in the country due to financial and other procedural constraints. It was felt that many more institutions require extensive hand holding in introducing quality measures and educational reforms. These institutions will be able to offer quality education, become Centers of Excellence and produce manpower of world class competence with the support of experienced academic scholars and professionals. With this ideology, EQUATE was created in 2007. Supported by a large pool of scholars, professionals and experts in the field of higher and technical education, EQUATE has, in this short span of time, carved a niche in the field of quality enhancement in higher and technical education system in the country. Today EQUATE is considered as a leading consultancy organization in India which is guiding institutions become education providers par excellence.
